Start with the bid decision

The first useful question is not “can a model write a proposal?” It is whether the company should bid and whether its evidence can satisfy the tender.

Tender Luban therefore begins with requirement review. It checks selected company qualifications, personnel, certificates, and verified past performance. The workflow keeps human approval visible and records how evidence is selected.

The design is grounded in prior work leading tender pursuits in a multi-subsidiary engineering group, where a customer requirement had to become an internal decision, evidence review, and submission process.

What ships today

The system supports tender review, sufficiency checks, human review state, and assembly of a commercial bid document from selected company evidence.

Delivery scope

The delivered workflow focuses on requirement review, qualification sufficiency, human review, and commercial-bid assembly. Technical-bid and price-bid generation are separate delivery tracks, and are not represented here as shipped capabilities.
